Description:
Management position responsible for providing effective supervision, monitoring, coordination and management of Head Start Center operations; ensuring clear direction and effective leadership implementing all program goals/objectives to ensure positive outcomes for both children and families; and compliance to all HHS, DCFS regulations and CEDA core service areas. 

Duties:

  1. Supervise local program staff to ensure the implementation of their job functions.
  2. Network and represent Head Start/Early Head Start on community committees, organizations and business functions.
  3. Ensure the implementation of an effective family literacy program at the center.
  4. Manage the Transition Plan of children entering Head Start (Early Head Start) and Public School System (5 to 8 Years)-(0-3 years)
  5. Monitor PROMIS data collection and entry to meet the internal and external needs of the program.
  6. Oversee the operations of the Center Parent/Policy Committee in accordance with the Head Start Performance Standards, Program Governance Section to ensure that parents participate in the decision-making process.
  7. Manage the Annual Self-Assessment Process at the Center.
  8. Oversee the implementation of all policies and procedures to affect an increase in positive outcomes to children and families (i.e. education learning domains, health/nutrition family), etc.
  9. Monitor Transportation services for children to ensure it is safe, timely, and reliable.
  10. Oversee the implementation of the agencies Strategic Plan, Children and Family Services Business Plan, Core Area Service Plans and addendums to the Service Plans.
  11. Monitor and evaluate staff to ensure performance measures are obtained according to job descriptions.
  12. Obtain funded enrollment by the first day of preschool. Ensure a minimum of 85 % attendance weekly. Monitor recruitment efforts and communication of staff with families.
  13. Assist staff in developing a professional development plan in line with their annual performance evaluation.
  14. Ensure effective oral and written communication with staff, parents and community partners.
  15. Oversee local system designed for CEDA Early/Head Start, follow-up on all issues found during technical assistance/monitoring visits.
  16. Ensure that the Center attains and maintains Disability enrollment quotas.
  17. Increase male involvement by creating father friendly environments.
  18. Perform to sustain the Agency’s and Children and Family Services Department for long term achievements and future advancements.
  19. Participate in the Agency Risk Management Process including implementation of action steps resulting from the process.
  20. Demonstrate through results management a high level of continuous performance improvement.
  21. Perform other duties as assigned.

      FISCAL FUNCTIONS:

  1. Manage Payroll, Procure IT, (purchase request system) invoices, staff reimbursement requests, check requests, petty cash, co-payments and disbursements according to the budget to avoid wasteful and unnecessary spending
  2. Reconcile Petty Cash and Parent Activity accounts on a monthly basis
  3. Manage Parent Activity Accounts.
  4. Oversee the preparation and submission of monthly USDA reimbursement requests
  5. Plan monitor, and coordinate In-Kind activities, to ensure that the required amount is obtained and submit accurate monthly reports to Children and Family Services.

     
      PERSONNEL ADMINISTRATION:

  1. Oversee the selection process of staff
  2. Implement Training Plan for staff
  3. Directly supervise and evaluate performance of all staff
  4. Implement Agency Communication System
  5. Implement Record-Keeping System.

Qualifications: 
Bachelor’s degree, Early Childhood Education (ECE) or Elementary Education with an ECE minor required; or BA in another field with at least 18 semester hours/27 quarter hours in courses directly related to childcare or child development from birth to age six .  A minimum of 2 years experience in a successful Child Development program in a supervisory capacity.  Knowledge of Head Start Program Performance Standards and DCFS regulations.  Computer Literate (Microsoft Applications).

Must possess administrative, organizational and time management skills.  Must be flexible and able to work proactively and cooperatively with staff locally and at the Grantee level.  Candidate must also qualify as a Child Development Specialist (CDS) and have a current Food Sanitation Certification.

Must have routine physical examination on file according to DCFS licensing requirements.
