Description:
To develop budgets for all programs under the jurisdiction of the Children and Family Services department. Performs accounting, budgeting, financial analysis and reporting activities for each program. Participates in grantee and delegate audits, grantee contract development, the Financial Assistance Award and its amendments, and the refunding application for the Head Start (HS) and Early Head Start (EHS) programs.
Duties:
Include, but are not limited to, developing budgets for the HS and EHS programs, in coordination with the Vice President; developing Child and Adult Care Food Program (CACFP) budgets in coordination with the Manager, Health and Nutrition; reviewing budget submission from delegate agencies for compliance; preparing and submitting all Personnel Activation Forms (PAFs) for personnel changes for the department; generating required reports for Federal, State and local authorities, including grantee application, CACFP, Summer Feeding Program, and other capacity-building grants; reporting findings obtained through technical assistance monitoring visits and ensuring follow-up; and assisting all Center/Delegate Directors and Childcare partners with contractual and fiscal questions and concerns.
Qualifications:
Bachelors Degree, Accounting. Minimum 5 years’ experience with budgeting, fiscal management, auditing procedures, financial analysis/reporting in a not-for-profit organization. Knowledge of GAAP, OMB and HHS regulations. Previous Head Start experience preferred. Computer literate (Microsoft Office and other computer programs).
Ideal candidate should have a keen understanding of the connection between systems and services and systems and systems through effective ongoing collaboration with other team members. Must be able to meet all timelines and reporting requirements. Demonstrated ability to establish and maintain effective working relationships with clients, peers and community representatives. Demonstrated belief in the CEDA mission and Children/Family Services vision in all verbal and written communication.
