Description:
CEDA, Inc., is a private not-for-profit Community Action Agency dedicated to improving the lives of the people it serves.  CEDA designs and delivers locally based and locally operated programs that build self-sufficiency, improve the quality of life and thus fight poverty.

We are looking for a Facilities Director to be responsible for providing overall planning, direction and support to the Facilities Department including direct project management , repair and maintenance (R&M) preventative maintenance, and capital expenditures (CapEx). 

Duties (include, but are not limited to):

  • Prepare and implement a comprehensive plan to direct the repair and maintenance, capital expenditures and improvement of all CEDA sites;
  • Coordinate and maintain a tracking system for all recurring services and capital improvements and recommend changes as necessary;
  • Provide direction as needed to prioritize, track and evaluate projects and requests;
  • Maintain an effective system to monitor work orders, status updates, completion of facility maintenance requests and minor construction projects;
  • Determine frequency and content of status reports from each project team, analyze results, troubleshoot problem areas and provide summary status reports to leadership as requested;
  • Support operations rollouts and initiatives;
  • Maintain responsibility for departmental budget, preparation of forecasting, and control of costs to include (but are not limited to):  labor, R&M, CapEx and equipment purchasing expenses, etc.;
  • Ensure department provides cost effective and efficient maintenance programs for the sites to include corrective work, emergency work, minor projects and preventative maintenance;
  • Participate in the purchasing of equipment;
  • Participate in the capital expenditure decision-making process; review and approve cost estimates for any capital expenditures;
  • Monitor and analyze controllable expenditures for overall department and ensure direct reports mirror individual budgets;
  • Review and analyze departmental budgets; providing status updates as needed;
  • Ensure programs and departments involved in projects are well informed of any project management changes;
  • Identify, evaluate and implement cost-effective operations standards and streamline processes;
  • Conduct post-project evaluations to identify successful and unsuccessful project elements and direct improvements in best practices used by CEDA;
  • Develop and oversee an effective preventative maintenance system to ensure efficient use and lifetime of capital equipment;
  • Ensure department management conduct through analysis and review of facilities to include:  conducting facility evaluations to determine the need for major repair and replacement of facility equipment systems;
  • Ensure Facilities and external vendors properly maintain and correct issues in a timely manner;
  • Establish, implement and monitor preventative and corrective maintenance programs and work order follow-up;
  • Ensure continuous quality improvement within programs and departments;
  • Support specification of materials and equipment;
  • Direct the vendor management within the department to include:  coordinating the bidding, renewal and evaluation of facility contracts and special projects;
  • Participate in negotiations with vendors as necessary;
  • Oversee the selection of approved vendors and ensure adequate capacity of vendors for all sites based on needs and project volume;
  • Ensure programs and departments develop and maintain a list of all approved vendors to ensure favorable pricing and avoid over-reliance on vendors;
  • Monitor and ensure compliance with OSHA and all federal , state and local laws and ordinances pertaining to facilities but not limited to health and safety, utilities, etc.;
  • Work with local agencies as needed to support the sites.

Qualifications: 
BA, Facilities Planning, Business Adm. or related field.  7+ yrs.’facility maintenance exp.; min. five years’ supervisory exp. req’.  Exp. in managing multiple sites strongly pref’d.  An equivalent combination of education/exp. may also be considered.

Knowledge must include all areas of facility maintenance including HVAC, electrical, fire suppression systems, building mechanical systems, carpentry, electricity and knowledge of general construction.  Knowledge must include OSHA regulations and federal, state, and local building codes.

Excellent project planning and mgmt. skills req’d.  Exp. supervising projects and overseeing projects from conception to completion is important.  Exp. with budget-based project mgmt..  Excellent comm. Skills (verbal/written) to interface with individuals of differing knowledge levels (e.g., CEDA mgmt., outside building owners, city government officials, vendors, contractors, etc.).  Strong negotiation skills are vital.

Must be organized and have sound time mgmt. skills to effectively prioritize multiple tasks/projects in a fast-paced environment and meet required deadlines.    Computer proficient (Microsoft Office applications).

Work Schedule:        The requirements of the position include working varying times within the workday, on weekends and holidays. 

Travel:   The incumbent must be able to travel to work locations which may have varying degrees of physical accessibility.  Automobile with valid driver’s license required.
