CEDA’s Energy Services Program is the largest in Illinois serving over 150,000 households per year.

We assist eligible Cook County residents with their home heating and cooling energy costs as well as Emergency Furnace Repair. The following programs are available: Low-income Home Energy Assistance Program (LIHEAP), Percentage of Income Payment Plan (PIPP)*, Furnace Assistance, and Peoples Gas Share the Warmth.

  • Regular Application Period - November 1

    All Eligible Households

  • Low Income Home Energy Assistance Program (LIHEAP)
    • Proof of current 30-day gross income from all household members.
    • Copy of most recent heat and electric bills if you pay for your home energy directly. (Must provide entire bill)
    • Proof of Social Security Numbers of all household members (Hard-copy of Social Security cards, print-out from the Social Security Administration or any other form of government-issued identification that shows both name and Social Security number.)
    • If a member of your household receives TANF, you must bring their Medical Eligibility Card
    • Applicants that have their utilities included in the rent must bring proof of rental agreement stating monthly rental amount, that utilities are included, and landlord contact information. (Rent costs must be greater than 30% of current household 30-day gross income).
    Share the Warmth Program Required Documentation:
    • Most recent Peoples Gas bill, issued within the last 30 days
    • Current Government issued picture ID for the customer of record
    • Proof of household income for the past 30 days

Low Income Home Energy Assistance Program (LIHEAP)

Direct Vendor Payment (DVP)/Reconnection Assistance (RA)

DVP/RA is designed to assist income-eligible households with energy services, in the form of a one-time benefit payment to the utility companies that is applied directly to the household’s energy bills. The amount of the payment is determined by income, household size, and fuel type. RA is used to prevent or reconnect disconnected households.

PIPP provides a monthly benefit payment to the utilities based on household utility usage and monthly income. The qualifying accounts are enrolled in utility budget billing and customers are required to pay a reduced amount on their utility bills each month to get the benefit payments. PIPP participants who make their utility payments on time will receive credits towards their outstanding balance. Disconnected households are not eligible.

Furnace Assistance

Furnace Assistance is designed to restore the home’s heating system back to a safe and effective operation. Assistance is only available to approved households that has or are eligible to receive a LIHEAP benefit and whose heating systems are not operational or have been red-tagged by their utility company. The services are free of charge for income qualifying households. Renters are not eligible to apply.

Fuel Funds Programs

Peoples Gas Share the Warmth Program

The Share the Warmth (STW) Program is a matching grant program funded by Peoples Gas, its employees and customers, and the City of Chicago to assist low-income families and individuals who are having problems paying their heating gas bills.

Low-income customers whose total household income is below 200% of the federal poverty level are eligible for apply for Share the Warmth grants of up to $200. Customers must make a pledge payment to their Peoples Gas heating account, which will be matched by the grant. The grant can be no larger than $200 per customer per year and cannot result in a credit balance on the account. Grants cannot be applied to charges from alternate suppliers (Rider CFY).

The customer must confirm that their application has been processed before making their pledge payment. The pledge must then be made to their Peoples Gas account in a single payment within 14 calendar days of the date the application is processed by Peoples Gas. Disconnected households may be eligible to apply.
