CEDA TRANSFORMATION PLAN 2012-2014

CEDA Board of Directors appointed an ad-hoc task force in 2010 to develop an agency wide Transformation Plan.  The Board task force’s charge was to address the fiscal and service delivery challenges facing the agency. At the October 18, 2011 CEDA Board of Directors meeting, the 2-year plan was adopted.

During the summer of 2011, CEDA conducted a county-wide Community Needs Assessment to 3,265 residents.  The new service delivery models are consistent with the 2011 Community Needs Assessment (CNA) and the 2010 US Census data.
 
CEDA’s long-term capacity will increase due to repurposing CEDA properties to maximize the number of clients served and to expand CEDA’s service delivery countywide footprint.

NOTE:  CEDA administers three programs within the city of Chicago.  The service delivery model for these programs will not change.

Service Delivery

NORTH Region

CEDA in Mt. Prospect 1300 Northwest Hwy., Mt. Prospect, IL will become a One-Stop service delivery location.  LIHEAP, WIC and Home Weatherization programs will continue at this location 5 days per week. Community Services Block Grant (CSBG) programs that include post-secondary scholarships, emergency relief services, and healthcare related referrals will reduce the number of days per week at this site and will formulate service delivery locations throughout north and northwest suburban Cook County.  LIHEAP and Home Weatherization will maintain its contracted partner model for local outreach and application intake in the north and northwest suburbs.

CEDA in Evanston is a second primary service delivery model in the northern suburbs. CEDA will keep 5 days per week services for WIC, LIHEAP and Weatherization at 2010 Dewey, Lower Level, in Family Focus-Evanston.  CSBG intake and program service delivery that include self-employment training, post-secondary scholarships, emergency relief services, and healthcare related referrals will be available at this location 2 days per week.  During the remaining 3 days, CSBG staff will conduct outreach in north and northwest suburbs.

Housing services will be by appointment at multiple locations including 2010 Dewey Ave., Evanston.

WEST Region

CEDA in Cicero West Annex will become a Training Center for employment programs. The main building also located at 6141 W. Roosevelt Rd. in Cicero will house LIHEAP, Home Weatherization 5 days per week. CSBG will reduce the number of days per week at this site and CEDA in Summit 7666 W. 63rd St., and will formulate service delivery locations throughout west suburban Cook County.  CSBG programs include self-employment training, post-secondary scholarships, emergency relief services, healthcare related referrals and new programs designed for high school aged youth.

CEDA in Summit Lower Level* will transition into an employment and computer training center and a housing counseling center.

Upper level will be divided into WIC (east side) and Energy Center (west side).  Facility will have one upper level classroom for training and a small conference room.

*Upper level will have an ADA accessible intake office shared by all program’s intake staff.

Housing services will be by appointment at multiple locations.

SOUTH Region

CEDA in Harvey, 53 E. 154th St., will become a One-Stop service delivery location.  LIHEAP, WIC, and Home Weatherization programs will continue 5 days per week programs at this location. Energy services will also be available 5 days per week at CEDA locations in Chicago Heights, 1203 West End Ave., Robbins, 3518 W. 139th St., Calumet Park 12549 S. Ashland Ave, and South Chicago Heights, 3328 Chicago Rd. Energy outreach/events will be scheduled throughout the service territory.  CSBG will divide its service delivery in-take and programs between CEDA locations in Harvey, Chicago Heights, Robbins, Illinois and partner locations throughout south suburban Cook County.  IRS Enrolled Agent training program is available in this region.

Housing Counselors will be available by appointment at multiple locations.

Senior Services will remain part-time and housed in CEDA South Chicago Heights Energy Center.

Facilities

Effective January 2012, Lower Level storage areas in CEDA in Summit will be used to house  select program files currently in off-site storage rental facilities and files scheduled for destruction.

Effective March 2012, upper level apartment at CEDA in Cicero will be rented and managed by Central Administration.

(Tentative) Effective late spring, 2012, the entire 3rd floor at CEDA in Robbins will be closed.  Computer lab and training rooms will be relocated on floor 2. 

CEDA in Chicago Heights will close trailers that currently house LIHEAP and WIC programs by summer 2012.  Facility will be reconfigured for WIC expansion.  LIHEAP footprint will remain unchanged.

Tentative date:  May 31, 2013 - Construction will begin at CEDA in Chicago Heights to transition building from offices to transitional housing for women military veterans.  Plans are for two units available for women veterans with pre-school age children, two for women veterans without children and one unit for a disabled veteran.  Housing will be ADA compliant in accordance with US Department of Veterans Affairs guidelines.  Build-out will be privately funded.  Ongoing budget revenue will include private donations plus HUD, Illinois and US Department of Veterans Affairs grants.

Note: Pinkney House, 1215 West End Chicago Heights, IL, for Homeless male veterans will remain unchanged.

CEDA Rental agreement with Village of Robbins will end and all programs will move out of the Robbins location at the conclusion of the Head Start 2013 school year, June 30, 2014.
