With utility prices so high this winter, gas and electric customers should be aware of their rights under Illinois Commerce Commission rules designed to protect them from disconnection of heating service in cold weather. Between December 1 and March 31, a gas or electric public utility cannot terminate heating service for non-payment unless: • The customer has been offered a payment plan; • The customer has refused to enter into a payment plan; • All notice requirements have been met; and • The temperature is 32°F or higher.
LIHEAP DVP is designed to assist income-eligible households with winter energy services, in the form of a one-time benefit payment to the utility companies that are applied directly to the household’s energy bills. The amount of the payment is determined by income, household size, and fuel type.
The LIHEAP Furnace Program is ONLY available to qualified LIHEAP applicants. The program only performs work for homeowners or landlords that reside at a property with a non-operable heating system. LIHEAP applicants can apply for the LIHEAP Furnace Program every year as long as the heating system is non-operable.
The ComEd Residential Special Hardship Fund provides a variable one-time credit equal to the past due balance up to $1500 on the ComEd bills of households with a demonstrated hardship case. The program is no available for accounts with past due less than $25 or accounts with evidence of tampering or fraud. Customers may only receive a grant once every two years. The Share the Warmth (STW) Program is a matching grant program funded by Peoples Gas, its employees and customers, and the City of Chicago to assist low-income families and individuals who are having problems paying their heating gas bills.
Low-income customers whose total household income is below 200% of the federal poverty level are eligible for apply for Share the Warmth grants of up to $200. Customers must make a pledge payment to their Peoples Gas heating account, which will be matched by the grant. The grant can be no larger than $200 per customer per year and cannot result in a credit balance on the account. Grants cannot be applied to charges from alternate suppliers (Rider CFY).The customer must confirm that their application has been processed before making their pledge payment. The pledge must then be made to their Peoples Gas account in a single payment within 14 calendar days of the date the application is processed by Peoples Gas.
